If you can't translate without a network, prepare offline resources ahead of time:

Download offline language packs: in the settings, open "Manage offline translation resources" and download the language pairs you need.
Make sure the offline pack finished downloading: confirm in the offline resources list that the language downloaded successfully.
Use offline mode: with no network, choose offline translation to translate text and images (some languages support offline voice, but with lower accuracy).
Check storage space: make sure your phone has enough storage to download the offline pack.

Once offline resources are ready

You can use text and image translation normally even without a network.

Voice translation also needs a separate voice pack. See Offline voice pack not downloaded.
